RULES AND REGULATIONS  

ELIGIBILITY

1. THE AGE OF THE STUDENT IS DETERMINED BY HOW OLD SHE OR HE IS ON THE DATE OF YOUR AREA MEETANY STUDENT 13 YEARS OLD ON OR BEFORE YOUR SCHEDULED AREA MEET IS NOT ELIGIBLE FOR THE MEET.  PLEASE CHECK EACH CHILD’S BIRTH DATE AS IT APPEARS ON THE SCHOOL’S PERMANENT RECORD.  

2. ANY BOY OR GIRL ABOVE THE FIFTH GRADE LEVEL IS NOT ELIGIBLE FOR THE ELEMENTARY AREA TRACK MEET.  

3. YOU WILL RECEIVE A CONFIRMATION EMAIL OF YOUR ENTRIES AFTER YOU COMPLETE YOUR ENTRIES IN THE ONLINE ENTRY SYSTEM.  THIS WILL SERVE AS YOUR ENTRY AND ELIGIBILITY LIST.  ALL SCHOOLS MUST FILE AN ELIGIBILITY LIST FOR ALL PERSONS (ALTERNATES INCLUDED) PARTICIPATING.  THE SHEET MUST BE SIGNED BY BOTH THE PRINCIPAL AND TEACHER/COACH IN CHARGE, VERIFYING THAT ALL PARTICIPANTS MEET AGE AND GRADE REQUIREMENTS LISTED IN # 1,2.  PLEASE FAX THIS SIGNED LIST TO 594-3659

4. PLEASE COMPLETE YOUR ONLINE ENTRIES AND FAX IN YOUR ELIGIBILITY LIST NO LATER THAN APRIL 23, 2008

ENTRY LIMITS

Limit -----> ONE ENTRY PER EVENT PER SCHOOL

Limit -----> ONE EVENT PER STUDENT

RELAYS

1.      IF A STUDENT DOES NOT QUALIFY FOR ANY INDIVIDUAL EVENT IN THE AREA MEET, HE/SHE CANNOT REPLACE OR BE AN ALTERNATE FOR A RELAY TEAM.

2.     RELAY TEAMS WILL NOT BE PERMITTED TO COMPETE WITH LESS THAN A FULL (4) FOUR-MEMBER TEAM.  A BATON IS MANDATORY IN ALL RELAYS.  A BATON WILL BE FURNISHED IF YOU DO NOT HAVE ONE.  

3.     AN ALTERNATE MAY BE USED IN A RELAY, WITH PERMISSION FROM THE MEET DIRECTOR.  SUBSTITUTES WILL BE ALLOWED IF A PERSON BECOMES ILL OR IS INJURED. 

QUALIFYING FOR FINALS

1.     QUALIFYING WILL BE BASED ON TIME.  IN RUNNING EVENTS (EXCLUDING 800-METER RUN) THE SIX FASTEST TIMES IN THE PRELIMS WILL QUALIFY FOR THE FINALS ON THE SAME DAY.  IN THE 800-METER RUN FOR 5th GRADE GIRLS AND BOYS THERE WILL BE ONE HEAT.  RUNNERS WILL ARRANGED IN A WATERFALL START .  THE RUNNERS WILL BREAK FOR THE FIRST LANE ONCE THEY HAVE ACHIEVED A 1-STEP LEAD OVER THE RUNNER TO THEIR LEFT.  STUDENTS PARTICIPATING IN THE 800 METER RUN SHOULD HAVE TRAINED FOR THIS EVENT.

2.     IF FEWER THAN 6 PARTICIPANTS REPORT FOR THE START OF A PRELIMINARY EVENT THAT EVENT WILL BE ADVANCED TO A FINAL LATER IN THE SCHEDULE

EQUIPMENT

1.      NO SHOES WITH SPIKES OR STREET SHOES ALLOWED.   A PARTICIPANT MUST WEAR ATHLETIC SHOES IN ALL EVENTS

2.     STARTING BLOCKS ARE NOT ALLOWED

3.     SACKS WILL BE PROVIDED IN THE SACK RACES

TUG-A-WAR RULES

1.     DOUBLE ELIMINATION TOURNAMENT WILL BE RUN FOR EACH AREA MEET

2.     A TEAM WILL CONSIST OF 3 GIRLS AND 3 BOYS.  YOU MAY PULL WITH LESS MEMBERS.

3.     NO WRAPPING OF ROPE AROUND ARMS OR LEGS.

4.     NO LOOPING OR WRAPPING ROPE AROUND WAIST.

5.     NO JERKING OF THE ROPE.

6.     NO SPIKED OR CLEATED SHOES ALLOWED.  

7.     NO GLOVES ALLOWED.

8.     A TIME LIMIT OF TWO (2) MINUTES WILL PREVAIL FOR EACH CONTEST, PROVIDED NEITHER TEAM HAS PULLED THEIR OPPONENT’S MARKER ACROSS THE LINE.  THE TEAM WHO PULLS THEIR OPPONENT’S MARKER CLOSEST TO THE CENTER LINE AT THE END OF TWO (2) MINUTES WILL BE THE WINNER.

9.     HANDS OF THE FIRST PERSON MUST BE KEPT BEHIND THE BLUE MARKER AT ALL TIMES.

10. WHEN THE BLUE MARKER HAS CROSSED THE CENTER LINE ON THE GROUND, THE CONTEST IS OVER.

AWARDS

1.     CERTIFICATES WILL BE AWARDED TO ALL PARTICIPATING STUDENTS WHO REPRESENT THEIR SCHOOL IN THE MEET.

2.     RIBBONS COURTESY OF THE KNOXVILLE TRACK CLUB - WWW.KTCYOUTHATHLETICS.ORG  WILL BE AWARDED TO FIRST THROUGH SIXTH PLACES IN RUNNING EVENTS, LONG JUMP, SACK RACE AND TUG-OF-WAR.

3.     NO TEAM SCORE WILL BE KEPT OR TEAM TROPHIES AWARDED.

SAFETY AND SECURITY

1.     EACH SCHOOL MUST HAVE A DESIGNATED PERSON (FROM  THE SCHOOL) TO BE WITH    AND IN CHARGE OF THE GROUP AT ALL TIMES.  

2.     ALL PARTICIPANTS NEED TO RETURN TO THE STANDS AFTER COMPETING AND REMAIN THERE UNTIL THE RESULTS OF THEIR EVENT HAVE BEEN ANNOUNCED.  

3.     TWO-WAY RADIOS ARE BEING PROVIDED TO US FROM THE GREATER KNOXVILLE SPORTS CORPORATION FOR BETTER COMMUNICATION BETWEEN THE FIELD AND THE PHYSICAL EDUCATION TEACHERS.  SCHOOLS WILL BE RESPONSIBLE FOR THE SAFETY AND SECURITY OF THE RADIOS DURING THE MEET.  PLEASE REPORT TO THE INFIELD AT THE TRACK TO PICK UP YOUR RADIO

ADMINISTRATION REQUIREMENTS / INSURANCE

1.     ALL STUDENTS WHO PARTICIPATE IN THE AREA MEET MUST HAVE WRITTEN PERMISSION FROM THEIR PARENTS OR GUARDIAN.  THESE PERMISSION SLIPS SHOULD BE KEPT ON FILE AT YOUR SCHOOL.

2.     ALL STUDENTS PARTICIPATING IN THE ELEMENTARY AREA TRACK MEET MUST HAVE SOME TYPE OF MEDICAL INSURANCE—SCHOOL, FAMILY, OR SPECIAL INSURANCE FOR THE MEET.  

3.     ALL PARTICIPANTS SHOULD BE AT THE AREA HIGH SCHOOL TRACK FOR PRELIMINARIES AT 9:00 A.M. ON THE DAY OF THEIR AREA MEET.

4.     UPON YOUR ARRIVAL AT THE TRACK, PLEASE COME TO THE INFORMATION TABLE ON THE FIELD IMMEDIATELY.  AT THAT TIME YOU MAY MAKE ANY LAST MINUTE CHANGES, RECEIVE YOUR TWO-WAY RADIO AND ALSO PICK UP THE PARTICIPATION CERTIFICATES FOR YOUR STUDENTS.  IT IS HELPFUL IF YOU WILL KNOW HOW MANY STUDENTS ARE PARTICIPATING.  IF YOU NEED MORE PLEASE CALL 594-1734 AND WE WILL SEND YOU EXTRAS.  

5.     EACH SCHOOL WILL BE RESPONSIBLE FOR PROVIDING THEIR OWN GARBAGE BAGS FOR THE MEET.  YOU ARE RESPONSIBLE FOR KEEPING YOUR AREA CLEAN AND ALL GARBAGE PICKED UP AT THE END OF THE DAY.  PLEASE HELP US TO LEAVE THE STADIUM CLEAN AFTER OUR ACTIVITIES ARE OVER.  

 

Online Meet Entry Instructions

 

In 2004 KTC introduced a simple and effective way for you to enter the Knox County Area Elementary School Meets.   As last year you will be able to enter the meet online from your computer either at school or at home.  The most critical element of this procedure is that you use a functional email address -- one that will not change prior to the end of the school year – when entering the meet online.  Please take great care to correctly provide your email address when prompted by the system. 

Your main entry portal to the Area Elementary School Meets and the online system will be from the following page (click on link for direct access):

This page will allow you to view all critical Meet Information / Meet Schedule / Events / Regulations pertaining to the meet. 

  1. ALL ENTRIES WILL BE SUBMITTED ONLINE AND MUST BE SUBMITTED NO LATTER THAN ONE WEEK PRIOR (APRIL 23, 2008) TO THE DATE FOR THE FIRST AREA MEET ---> April 30 , 2008
  2. Click on the following link: http://www.coacho.com/meet/entry/tn_ktc this will take you to the online entry system
  3. Once you are on the online entry system itself you must first register your schools team by selecting the Register Team function from the main menu.  Please enter all required fields for your school / coaches contacts.  After completing this you will receive a PIN number that you will use to return to the main entry system to enter your team roster and select events for your athletes.  Please remember to print off the screen that shows your PIN number so that you have a record of it.  After you have competed registering your team, your team name will appear on the right hand drop down menu of registered teams.
  4. After you have registered your schools team you can then return to the main menu and select “submit meet entries for” from the main menu.  Then find your team name on the right side drop down menu and click on your team name and press continue.  The system will ask you for the PIN number you received in Step 3  Type in the PIN number and click continue.
  5. You will then enter select the meet you want to enter (the area Elementary School Meet your are scheduled for) and then enter your entire teams roster – please make sure that you fill in all the information requested and assign the proper sex.  Then hit continue and go on to confirm your roster.
  6.  Then select the athletes you are going to enter in the meet by clicking the box next to their name.   Then click continue à the athletes you selected and the events that they qualify to run will appear.  Select their event by entering a performance mark in either running or field events.   Please select "NM" (or no mark) from the drop down menu.   If you have an athlete in a relay you must designate this as well.  Primary relay runners must be declared.  Once you have selected all the events for your athletes hit continue.
  7. AS IN PREVIOUS YEARS YOU MAY LIST ALTERNATES.  THERE IS NO NEED TO SPECIFY WHICH EVENT YOUR ALTERNATE WILL PARTICIPATE IN WHEN YOU ARE DOING YOUR ONLINE ENTRIES.  AT WHICH TIME YOU DECIDE TO USE YOUR ALTERNATE YOU MUST SELECT AN EVENT FOR THEM.
  8. A listing of your entries will appear.  If you notice a mistake you can click the box next to the athletes name and make a correction to your entry.  If no mistakes are made you can click " submit entries to meet director".
  9. You will then be prompted to print the entry page for your records please print this page - it is very important. You will also receive a confirming email of your entries within 24 hours with similar instructions if you were not able to print off the entry.  This will serve as your entry and eligability list -- please fax this to Carolynn Bilbo @ 594-3659
  10. IF YOU NEED TO MAKE LAST MINUTE CHANGES TO YOUR ENTRIES PLEASE EMAIL THOSE CHANGES TO TENNRUNNER@AOL.COM (MARTY SONNENFELDT).  PLEASE LIST YOUR SCHOOL ATHLETES NAME / SEX / GRADE AND EVENT IN THE EMAIL AND SPECIFY WHAT CHANGE YOU WOULD LIKE TO MAKE.  ALL CHANGES MUST BE EMAILED NO LATER THAN 48 HOURS PRIOR TO YOUR AREA MEET.
